What you need to know:

  • The Freeport Union Free School District is proposing a two-part $6.9 million capital project initiative to address high-priority capital construction needs of the District.
  • The first part is a great opportunity to take advantage of a State program known as the Qualified School Construction Program (QSCP) that will allow us to address $5 million of high priority projects while saving taxpayers approximately $1 million in interest costs.
  • The second part of this proposal seeks approval to spend $1.9 million from the existing Capital Reserve Fund to install a new synthetic turf field with lighting at Freeport High School.
  • The synthetic turf field and lighting project will not result in additional costs to taxpayers because the funds are already set aside in the Capital Reserve Fund.

What we plan to do:

  • Columbus Avenue School - Upgrade public address system; upgrade multiple and single use toilets
  • Archer Street School - ADA elevator; security cameras and external lights; cafeteria HVAC
  • Bayview Avenue School - Classrooms sinks and counter replacement; auditorium HVAC; upgrade multiple and single use toilets
  • Leo F. Giblyn School - Upgrade multiple and single use toilets; upgrade security cameras and exterior lights; cafeteria HVAC; upgrade playground; asbestos abatement
  • New Visions School - Playground expansion; wireless infrastructure upgrade; enhance window shades in the gymnasium
  • Caroline G. Atkinson School - Upgrade multiple and single use toilets; upgrade security cameras/exterior lights; sidewalk repair and replacement; repave parking lot and bus circle
  • J. W. Dodd Middle School - Locker replacements; upgrade multiple use toilets; masonry repointing; ceiling replacement; public address system replacement
  • Freeport High School - Cafeteria HVAC; window replacement; ceiling replacement; enhance video surveillance

$1.9 million from the District's Capital Reserve Fund

Proposed Bond/Capital Reserve Project Vote

The Freeport Board of Education has adopted a resolution to present a Proposed Bond/Capital Reserve Fund Project to registered voters on Tuesday, September 20, 2011.

Superintendent of Schools Dr. Kishore Kuncham recently announced that Freeport Public Schools has an opportunity to borrow $5 million under special legislation. The section is known as the Qualified School Construction Program (QSCP). Qualified School Construction Bonds are administered by the state and provide state and local governments, including school districts, with interest-free financing for much-needed public school improvements. "This program provides a wonderful opportunity for our District to address much-needed capital construction work while saving $1 million for taxpayers," stated Board of Education President Debra McQuillan.

Freeport Public Schools' registered voters will be asked to vote on one resolution that includes both the Proposed Bond and the use of $1.9 million from Capital Reserve Funds to install a synthetic turf field with lighting and markings for multiple sports at the high school. This synthetic turf field project will result in no additional costs to taxpayers because the funds have already been set aside.

Items addressed in the proposed bond include security and safety upgrades, multiple and single use toilet upgrades, floor tile replacements, lighting, playground upgrades as needed, and window and ceiling replacements, among others. When compared to financing $5 million of high-priority instructional related capital projects through a normal bond at 4% annual interest, the District will save approximately $1 million in bond payments. The annual impact of this bond on the average homeowner will be less than $9 per year.
